The shattering testimony is a watershed moment for the Iraq Inquiry, as it is the first time that Lord Goldsmith has directly contradicted Mr Blair. The claims will form the centrepiece of Mr Blair’s ­second grilling by the inquiry on Friday.

The written questions and answers from Lord Goldsmith’s second testimony to the inquiry, released yesterday, detail how the Attorney General was frozen out of government decision-­making over the drafting of Resolution 1441, which he eventually used to justify the war after months of pressure from Mr Blair and his closest aides.

The UK and U.S. tried to get a second UN resolution explicitly justifying an invasion but abandoned the effort when France threatened to veto their plans in the UN Security Council. ….

Subject: 5 Things Dems Can Do to Turn It Around by November 2nd

1. Immediate Wall-to-Wall TV Ads, Internet Videos, and Appearances Hammering Who the Hell Put Us in the Misery We’re In.
We Americans have very short attention spans (Quick: Who Won the Oscar for Best Picture last year? The World Series? Exactly.). People need to be reminded over and over that it was the REPUBLICANS who concocted and led the unnecessary invasion of two countries, putting us in our longest war ever, wars that will eventually cost us over $3 trillion. Bush and Co. also caused the biggest collapse of our economy since the Great Depression. I don’t know a single person in Hollywood who wouldn’t shoot and produce those spots for you for FREE. Dems: Do not pull a single punch on this. Quit being a bunch of wusses and let the bastards have it! The public will be astonished that you’ve found your courage and your spine. We expect you to be Muhammad Ali, not Ally McBeal.

2. Indict the Criminals.
Announce that the Justice Department will seek indictments against both those who caused the economic collapse and those who became war profiteers. Call it for what it is: organized crime. Use the RICO statutes. Use the basic laws that make fraud of any kind a crime. Get in the face of those who stole the billions, make them pay for it — and the people will love you. We want Dirty Harry, not Dirty Dancing.

3. Announce a Moratorium on All Family Home Foreclosures.
Last month (August) there were more home foreclosures than in any month in U.S. history. Worse than any month in the worst year ever, 2009. The bleeding hasn’t stopped — it’s only gotten worse. And now, this week, two of the largest crime organizations who are throwing hundreds of thousands of people out of their homes (GMAC and JPMorgan Chase) have been forced to momentarily stop doing this. It turns out, they don’t really have the paperwork to prove they actually own these houses! It’s madness. So if you do one thing for the middle class this week, do this. It will take an hour of your time to draw up the decree and issue it. We’d rather watch “It’s a Wonderful Life” than “Poltergeist.”

4. Announce a New 21st Century WPA.
“Who’s hiring? THE GOVERNMENT IS HIRING!” Put together a simple plan to hire enough people to repair our roads, fix up our aging schools, and rebuild our infrastructure. Fund this by taxing the richest 1% who have more financial wealth than 95% of Americans combined! Unemployment will drop to 5%. Can you pass it? Well, you sure can’t unless you try! And as you’re trying, announce that you will force the Republican senators (who until now simply have had to say they “intended” to filibuster in order to kill a bill) to have to actually filibuster! Make them stand on the floor of the Senate and read from the phone book 24/7. They won’t last a day. And America will see them for who they really are.

5. Declare That No Democrat Will Accept ANY Wall Street Money in the Next Election Cycle.
Pick a day in the coming week. Have all your fellow Democrats in Congress stand in front of the Capitol (with President Obama) and pledge that if America allows you to retain control of Congress, none of you will take a penny from Wall Street for the 2012 election. Instead, promise to accept donations of only $2, $5 and $10. You will also pledge not to take a job as a lobbyist or lawyer for ANY corporation for ten years after you leave Congress. The message will be a powerful one to the average American fed up with corrupt political hacks. Act like Honest Abe, not Fast Freddie — and see what happens.

And here are two bonus suggestions: Use what sense of humor you have and go after these candidates and their agenda with all the hilarious ridicule they deserve. And quit complaining about “the base” not doing enough to help you. You want help? Do something this week to earn it. I’ve offered five suggestions. I’m sure the rest of “the base” has a few more.

UPDATE [Friday, October 1st, 8:52 PM]: The crime syndicate continues to crumble. Today we learned that Bank of America is joining JPMorgan Chase and GMAC in suspending foreclosures in 23 states after a BoA executive admitted she signed up to 8,000 documents — in one month — without even reading them. And on top of that, Connecticut Attorney General Richard Blumenthal has halted ALL foreclosures by ALL banks for 60 days in what the Washington Post calls “the most radical action taken by a state on issue of document irregularities.” As Rep. Marcy Kaptur said in ‘Capitalism: A Love Story,’ “Don’t leave your home. Because you know what? When those companies say they have your mortgage, unless you have a lawyer that can put his or her finger on that mortgage, you don’t have that mortgage, and you are going to find they can’t find the paper up there on Wall Street. So I say to the American people, you be squatters in your own homes. Don’t you leave.” President Obama: Now do what Blumenthal has done.

Since President Barack Obama took office, the US has increased the number of airstrikes in Pakistan by unmanned aerial vehicles. “We have shot missiles at people in Pakistan 20 times in the past 23 days,” Maddow noted Wednesday.

Pakistan has largely been silent about the unmanned airstrikes but that changed after reports said the US had started using manned aircraft. Pakistan reportedly closed down US supply lines leading into Afghanistan when they learned that a US helicopter had attacked inside Pakistan.

McClatchy reported:

Pakistan closed down a critical supply route for U.S. and allied forces in Afghanistan on Thursday after U.S. helicopters crossed into Pakistan during a confused, predawn attack that killed three Pakistani paramilitary troops.

Pakistan shuttered one of the two main crossings into Afghanistan hours after a pair of Apache helicopters apparently attacked a border post, manned by the paramilitary Frontier Corps, about 200 yards inside Pakistan.

Hundreds of supply trucks bound for the busy Torkham crossing north of Peshawar were sidelined in Pakistan as the U.S.-led security force said it was investigating.

While the Obama administration has increased operations in Pakistan, they have been cautious not to call it the “war on terror” as the Bush administration often did. Maddow pointed Thursday that the war on terror was meant to be something that wasn’t rooted in a single country. “[The idea is that] it has to be a global war, a war anywhere on earth. Countries don’t really matter,” Maddow explained.

“But countries do matter, borders do matter. They matter as much to anyone else in the world as they do to us.”

“And apparently now Pakistan is over us. They are over us acting like the war on people who happen to live in Pakistan, even though we don’t say it’s a war on Pakistan, is starting to feel like a war on Pakistan,” she said.

Pakistan has received about one airstrike per day for the past month, by Maddow’s calculations. And the US said the recent helicopter attack was following the rules because they were in “hot pursuit.”

The Christian Science Monitor wrote:

A NATO helicopter strike along the Pakistani border today killed three Pakistani soldiers and appears to indicate a new willingness by coalition forces in Afghanistan to engage in a strategy of “hot pursuit” against militants operating from the relative safety of Pakistan.

….

But a change of direction may ultimately place a great strain on relations with Pakistan and prove counterproductive, according to retired general Talat Masood.

“These attacks are very serious for Pakistan. It goes to show [coalition forces] are expanding their zone of conflict and violating Pakistan’s territorial sovereignty,” he says.

“This war against militants is not just a question of using force – you have to get the whole country to support you. You should not alienate the people in such a way which can be very harmful,” he says, adding that such strikes have the power to “destabilize” Pakistan.

Gen. David Petraeus, the top US commander in Pakistan, suggested last year that the US reserves the right to send troops into the country.

“I think we would never give up, if you will, the right of last resort if we assess something as a threat to us, noting that what we want to do is enable the Pakistanis, help them, assist them to deal with the problem that we now think, and their leaders certainly now think, represents the most important existential threat to their country, not just to the rest of the world,” he said.

This all led Pakistan’s foreign minister to ask, “If you are being attacked are you fighting a war or are you in war together?”

“If the United States decides that where it wants to fight happens to be in your country, the idea of what we’re doing may transcend national boundaries, but the fighting doesn’t. The fighting happens in specific places,” explained Maddow.

In a Thursday blog posting, Maddow observed that the US was test driving a “scary new war in Pakistan.”

“If what’s going on with this escalation that no one is talking about is that the war in Afghanistan is sort of officially expanding into Pakistan, then this isn’t just ho-hum, another chapter in the global war that’s everywhere, this is Laos and Cambodia, 1970,” she continued.

“What it seems like is going on right now is that the US is testing, US officials and US military leaders are testing the idea of the war in Afghanistan being extended to Pakistan. And they’re doing it quietly. But they’re talking about it like it’s unavoidable as if it’s some natural extension of what it is we are already doing in the other war,” she said.

“If that is what’s happening, if that is what’s happening, if they’re test driving, floating this idea of the war expanding into Pakistan, it is not a secret, and it is not going to be a secret. I guarantee it. I don’t plan on being quiet about it. In fact, I plan on screaming bloody murder about it,” Maddow concluded.

Nouri Al-Maliki Back as Iraqi PM

The Shia political parties have finally united to agree on the serving Prime Minister Nouri al-Maliki as their nominee to remain in the job, breaking a seven month-long deadlock that has prevented a new government being formed.

The end to the stalemate came with the surprise decision by the nationalist Shia cleric Moqtada al-Sadr and his followers to abandon their resistance to Mr Maliki staying in his job.

The way is now open to the formation of a new government which, like the old, will be dominated by the parties representing the Shia and Kurdish communities. The reuniting of the Shia bloc is seen as a political triumph for Iran which has long agitated for the Shia parties to come together again. The Sadrists openly admit that they took their decision under heavy pressure from Iran. Syria, which has been even more distrustful of Mr Maliki, also appears to have softened its opposition to him under Iranian pressure.

The US had wanted to keep Mr Maliki in power but, in tandem with Iyad al-Allawi, the leader of al-Iraqiya, as his partner. Al-Iraqiya came first in the 7 March election with 91 seats in the 325-member parliament, just ahead of Mr Maliki’s State of Law coalition with 89 seats. The election produced two surprises which led to a political impasse. Mr Allawi did unexpectedly well because, although he is a secular Shia, his votes came mainly from the Sunni who voted as a bloc. ….

Former president George W. Bush’s advisers focused on toppling Saddam Hussein’s regime as soon as he took office and discussed how to justify a war in Iraq shortly after invading Afghanistan in 2001, official documents showed Wednesday.

A few hours after the September 11 attacks in 2001, then defense secretary Donald Rumsfeld spoke of attacking Iraq as well as Osama bin Laden, according to notes of a meeting on that day, newly declassified papers show.

Rumsfeld told a Pentagon lawyer to go to his deputy to get “support” showing a supposed link between the Iraqi regime and Al-Qaeda’s founder, according to the papers posted by the Washington-based National Security Archive, an independent research institute.

The US government has since acknowledged that Saddam’s regime had no role in the 9/11 attacks.

In June and July of 2001, senior administration officials seized on intercepted aluminum tubes as proof that Iraq was pursuing nuclear weapons, even before a preliminary assessment of the tubes, according to two State Department memos to then secretary of state Colin Powell.

One memo states the US government’s interest in “publicizing the interdiction to our advantage” and “getting the right story out” about the tubes, which were soon found to have no nuclear connection.

Confronting Iraq was also the focus of a July 2001 memo to the national security adviser at the time, Condoleezza Rice, with Rumsfeld urging a high-level meeting on policy towards Baghdad.

Voicing concern that sanctions were proving a failure and that Iraq’s air defenses were improving, Rumsfeld warned: “Within a few years the US will undoubtedly have to confront a Saddam armed with nuclear weapons.”

Forecasting an optimistic outcome far from the result the Iraq war produced, Rumsfeld said that Washington’s image in the region and the world would benefit from toppling Saddam.

“If Saddam’s regime were ousted, we would have a much-improved position in the region and elsewhere,” he wrote. “A major success in Iraq would enhance US credibility and influence throughout the region.”

Another document shows Rumsfeld discussing war plans for Iraq just two months after the 2001 US invasion of Afghanistan.

In a meeting with the then head of US Central Command, General Tommy Franks, the defense chief tells him to ready forces for the “decapitation” of the Iraqi regime.

In talking points dated November 27, Rumsfeld lists possible triggers the Bush administration could use to start a war, including Iraqi military action against the US-protected enclave in northern Iraq, discovery of ties between Saddam and 9/11 or recent anthrax attacks and disputes with UN weapons inspections.

In a December 18, 2001 memo, the State Department’s analytical unit warns that France and Germany will likely oppose an invasion of Iraq without concrete proof that Baghdad was behind the 9/11 attacks.

The same memo warns that British support for a US war would come at a political cost for the prime minister, Tony Blair, and could trigger a backlash from the country’s Muslim population.

Backing the US war “could bring a radicalization of British Muslims, the great majority of whom opposed the September 11 attacks but are increasingly restive about what they see as an anti-Islamic campaign,” the memo states.

The documents posted Wednesday were released under a Freedom of Information request.

Proof of the Illegality of the Iraq War


Note by Evans Liberal Politics owner Paul Evans: The Downing Street Memos are the leaked text of a cabinet meeting held in Britain with then British Prime Minister Tony Blair and his cabinet officers and seven other similar meetings at the cabinet level. These are terribly damning documents, not just damning for Britain and Tony Blair, but the documents offer proof that George Bush was using every means at his disposal to falsely sell the war on Iraq to the U.N. and the American people. Here is the text of the main Downing Street memo (PDF), dated July 23, 2002. The text of all eight Downing Street memos (PDF) has also been posted by WarIsACrime.org, formerly called After Downing Street. The most damning text in the main Downing Street memo of July 23, 2002 is as follows:

C reported on his recent talks in Washington. There was a perceptible shift in attitude. Military action was now seen as inevitable. Bush wanted to remove Saddam, through military action, justified by the conjunction of terrorism and WMD. But the intelligence and facts were being fixed around the policy. The NSC had no patience with the UN route, and no enthusiasm for publishing material on the Iraqi regime’s record. There was little discussion in Washington of the aftermath after military action.

That little statement, “the intelligence and facts were being fixed around the policy,” is a tacit admission that “the facts” of the case — that Saddam Hussein was a secular Muslim who in fact hated Islamic fundamentalists such as Osama Bin Laden, that the evidence for any improvement for Iraq of it’s weapons of mass destruction capabilities was non-existent, and the whole nuclear program as sold by the Bush administration was entirely trumped up and lacking any credibiltiy, and that there was no Al Queda presence in Iraq before we invaded it — were being entirely ignored. No, the Bush administration was determined on regime change in Iraq, and “the intelligence and facts were being fixed around the policy” — in other words, manufactured out of whole cloth.

WASHINGTON — Blackwater Worldwide created a web of more than 30 shell companies or subsidiaries in part to obtain millions of dollars in American government contracts after the security company came under intense criticism for reckless conduct in Iraq, according to Congressional investigators and former Blackwater officials.

While it is not clear how many of those businesses won contracts, at least three had deals with the United States military or the Central Intelligence Agency, according to former government and company officials. Since 2001, the intelligence

agency has awarded up to $600 million in classified contracts to Blackwater and its affiliates, according to a United States government official.The Senate Armed Services Committee this week released a chart that identified 31 affiliates of Blackwater, now known as Xe Services. The network was disclosed as part of a committee’s investigation into government contracting. The investigation revealed the lengths to which Blackwater went to continue winning contracts after Blackwater guards killed 17 Iraqi civilians in Baghdad in September 2007. That episode and other reports of abuses led to criminal and Congressional investigations, and cost the company its lucrative security contract with the State Department in Iraq.

The network of companies — which includes several businesses located in offshore tax havens — allowed Blackwater to obscure its involvement in government work from contracting officials or the public, and to assure a low profile for any of its classified activities, said former Blackwater officials, who, like the government officials, spoke only on condition of anonymity.

Senator Carl Levin, the Michigan Democrat who is chairman of the Armed Services Committee, said in a statement that it was worth “looking into why Blackwater would need to create the dozens of other names” and said he had requested that the Justice Department investigate whether Blackwater officers misled the government when using subsidiaries to solicit contracts.

The C.I.A.’s continuing relationship with the company, which recently was awarded a $100 million contract to provide security at agency bases in Afghanistan, has drawn harsh criticism from some members of Congress, who argue that the company’s tarnished record should preclude it from such work. At least two of the Blackwater-affiliated companies, XPG and Greystone, obtained secret contracts from the agency, according to interviews with a half dozen former Blackwater officials.

A C.I.A. spokesman, Paul Gimigliano, said that Xe’s current duties for the agency were to provide security for agency operatives. Contractors “do the tasks we ask them to do in strict accord with the law; they are supervised by C.I.A. staff officers; and they are held to the highest standards of conduct” he said. “As for Xe specifically, they help provide security in tough environments, an assignment at which their people have shown both skill and courage.”

Congress began to investigate the affiliated companies last year, after the shooting deaths of two Afghans by Blackwater security personnel working for a subsidiary named Paravant, which had obtained Pentagon contracts in Afghanistan. In a Senate hearing earlier this year (PDF), Army officials said that when they awarded the contract to Paravant for training of the Afghan Army, they had no idea that the business was part of Blackwater. ….

“The United States has paid a huge price to put the future of Iraq in the hands of its people,” the president said in his Oval Office speech Tuesday night, only the second time he has addressed the nation from the (newly redecorated) Oval Office. Obama formally announced the end of the U.S. combat role in the country, declaring that Operation Iraqi Freedom is “over” and it is time to ”turn the page.” About 50,000 troops will remain in Iraq, but the president said in the address that all U.S. troops will leave by the end of next year.Considering many of Obama’s previous speeches have been praised as passionate and stirring, this one was noticeably subdued, the president providing a status report in an almost professorial manner. Chatter before the speech focused on how Obama would refer to his predecessor’s role in beginning the war. While he did not specifically mention former president George W. Bush’s 2007 “surge” in troops, Obama avoided any criticism of how Bush launched the war … and he actually lauded him.

“It’s well known that he and I disagreed about the war from its outset. Yet no one could doubt President Bush’s support for our troops, or his love of country and commitment to our security. As I have said, there were patriots who supported this war, and patriots who opposed it. And all of us are united in appreciation for our servicemen and women, and our hope for Iraq’s future.”

The president briefly mentioned the conflict in Afghanistan, noting that Al Qaeda “continues to plot against us.” He said the removal of troops in Iraq will mean additional resources for the effort in Afghanistan, though he pledged that those troops, too, will be removed from Afghanistan by the end of next year. The final act of the speech somewhat awkwardly transitioned into a discussion of the economy, as Obama claimed the country’s “most urgent task is to restore our economy” and add jobs.

In a prime-time address from the Oval Office, Mr. Obama balanced praise for the troops who fought and died in Iraq with his conviction that getting into the conflict had been a mistake in the first place. But he also used the moment to emphasize that he sees his primary job as addressing the weak economy and other domestic issues — and to make clear that he intends to begin disengaging from the war in Afghanistan next summer.

“We have sent our young men and women to make enormous sacrifices in Iraq, and spent vast resources abroad at a time of tight budgets at home,” Mr. Obama said. “Through this remarkable chapter in the history of the United States and Iraq, we have met our responsibility. Now, it’s time to turn the page.”

Seeking to temper partisan feelings over the war on a day when Republicans pointed out that Mr. Obama had opposed the troop surge generally credited with helping to bring Iraq a measure of stability, the president offered some praise for his predecessor, George W. I’m a big believer in mercy and forgiveness. And second chances. Had people in my life failed to forgive, chosen to be merciless, rejected the idea that those who’ve gone astray can improve themselves and make amends, there’s every likelihood I’d have spent several decades in the slam or died there. Luckily, some people reached out to me, gave me a second chance, helped me rescue myself. I’ve tried to follow their lead for a lot of years.

So I understand why President Obama underscored his call to “turn the page” regarding Iraq tonight by revealing that he had phoned President Bush. “It’s well known that he and I disagreed about the war from its outset,” Obama said. “Yet no one could doubt President Bush’s support for our troops, or his love of country and commitment to our security.”

I’d like to be able to agree. Really, I would.

However, unlike President Obama, I could and did and do doubt Bush’s support for the troops, love of country and commitment to our security. And I can wrest no mercy from the bitterness and rage that I feel every time I remember what he and the pack of thugs around him accomplished for the troops, the country and our security.

I cannot and will not turn the page until George W. Bush, Dick Cheney and the others in that cabal of scorpions are brought to justice and make amends for Iraq. Which means never. No apology, much less time in the slam. I’ll go to my grave knowing Bush and the rest got away with it. In a couple of months, Bush hopes hundreds of thousands of Americans will be turning the pages of his memoir (called Decision Points– Amazon purchase page, to be released November 9, 2010, available for preorder, hardcover, $18.), a book certain to add to the plethora of lies and pathetic, murderous rationalizations with which we became so familiar during the last seven years of his presidency.

The truth that many Americans find hard to take is that that mass U.S. assassination on a scale unequaled in world history lies at the heart of America’s military strategy in the Muslim world, a policy both illegal and never seriously debated by Congress or the American people. Conducting assassination operations throughout the 1.3 billon-strong Muslim world will inevitably increase the murder of civilians and thus create exponentially more “enemies,” as Gen. McChrystal suggests — posing a major long-term threat to U.S. national security. This mass assassination program, sold as defending Americans, is actually endangering us all. Those responsible for it, primarily General Petraeus, are recklessly seeking short-term tactical advantage while making an enormous long-term strategic error that could lead to countless American deaths in the years and decades to come. General Petraeus must be replaced, and the U.S. military’s policy of direct and mass assassination of Muslims ended.

The U.S. has conducted assassination programs in the Third World for decades, but the actual killing — though directed and financed by the C.I.A. — has been largely left to local paramilitary and police forces. This has now has changed dramatically.

What is unprecedented today is the vast number of Americans directly assassinating Muslims — through greatly expanded U.S. military Special Operations teams, U.S. drone strikes and private espionage networks run by former CIA assassins and torturers. Most significant is the expanding geographic scope of their killing. While CENTCOM Commander from October 2008 until July 2010, General Petraeus received secret and unprecedented permission to unilaterally engage in operations in Afghanistan, Iraq, Pakistan, Iran, former Russian Republics, Yemen, Somalia, Saudi Arabia, Kenya, the Horn of Africa, and wherever else he deems necessary.

Never before has a nation unleashed so many assassins in so many foreign nations around the world (9,000 Special Operations soldiers are based in Iraq and Afghanistan alone) as well as implemented a policy that can be best described as unprecedented, remote-control, large-scale “mechanized assassination.” As the N.Y. Times noted in December 2009: “For the first time in history, a civilian intelligence agency is using robots to carry out a military mission, selecting people for killing in a country where the United States is not officially at war.”

This combination of human and technological murder amounts to a worldwide “Assassination Inc.” that is unique in human affairs.

The increasing shift to direct U.S. assassination began on Petraeus’s watch in Iraq,where targeted assassination was considered by many within the military to be more important than the “surge.” The killing of Al Qaeda leader Abu Musab al-Zarqawi was considered a major triumph that significantly reduced the level of violence. As Bob Woodward reported in The War Within: A Secret White House History 2006-2008:

“Beginning in about May 2006, the U.S. military and the U.S. intelligence agencies launched a series of top secret operations that enabled them to locate, target and kill key individuals in extremist groups.

A number of authoritative sources say these covert activities had a far-reaching effect on the violence and were very possibly the biggest factor in reducing it.

Lieutenant General Stanley McChrystal, the commander of the Joint Special Operations Command (JSOC) responsible for hunting al Qaeda in Iraq, (conducted) lightning-quick and sometimes concurrent operations When I later asked the president (Bush) about this, he offered a simple answer: ‘JSOC is awesome.’” [Emphasis added.]

Woodward’s finding that many “authoritative sources” believed assassination more important than the surge is buttressed by Petraeus’ appointment of McChrystal to lead U.S. forces in Afghanistan. McChrystal’s major qualification for the post was clearly his perceived expertise in assassination while heading JSOC from 2003-’08 (where he also conducted extensive torture at “Camp Nama” at Baghdad International Airport, successfully excluding even the Red Cross).

Another key reason for the increased reliance on assassination is that Petraeus’ announced counterinsurgency strategy in Afghanistan obviously cannot work. It is absurd to believe that the corrupt warlords and cronies who make up the “Afghan government” can be transformed into the viable entity upon which his strategy publicly claims to depend — particularly within the next year which President Obama has set as a deadline before beginning to withdraw U.S. troops. Petraeus is instead largely relying on mass assassination to try and eliminate the Taliban, both within Afghanistan and Pakistan.

The centrality of assassination to U.S. war plans is revealed by the fact that it was at the heart of the Obama review of Afghan policy last fall. The dovish Biden position called for relying primarily on assassination, while the hawkish McChrystal stance embraced both assassination and more troops. No other options were seriously considered.

A third factor behind the shift to mass assassination is that Petraeus and the U.S. military are also determined to attack jihadi forces in nations where the U.S. is not at war, and which are not prepared to openly invite in U.S. forces. As the N.Y. Times reported on May 24, “General Petraeus (has argued) that troops need to operate beyond Iraq and Afghanistan to better fight militant groups.”

The most significant aspect of this new and expanded assassination policy is President Obama’s authorizing clandestine U.S. military personnel to conduct it. The N.Y. Times has also reported:

In roughly a dozen countries — from the deserts of North Africa, to the mountains of Pakistan, to former Soviet republics crippled by ethnic and religious strife — the United States has significantly increased military and intelligence operations, pursuing the enemy using robotic drones and commando teams, paying contractors to spy and training local operatives to chase terrorists (Military) Special Operations troops under secret “Execute Orders” have conducted spying missions that were once the preserve of civilian intelligence agencies.

Particularly extraordinary is the fact that these vastly expanded military assassination teams are not subject to serious civilian control. As the N.Y. Times has also reported, Petraeus in September 2009 secretly expanded a worldwide force of assassins answerable only to the military, without oversight by not only Congress but the president himself:

The top American commander in the Middle East has ordered a broad expansion of clandestine military activity in an effort to disrupt militant groups or counter threats in Iran, Saudi Arabia, Somalia and other countries in the region, according to defense officials and military documents. The secret directive, signed in September by Gen. David H. Petraeus, authorizes the sending of American Special Operations troops to both friendly and hostile nations in the Middle East, Central Asia and the Horn of Africa. Unlike covert actions undertaken by the C.I.A., such clandestine activity does not require the president’s approval or regular reports to Congress. [Emphasis added]

Although sold to the American public and Congress as targeted, selective assassination aimed only at a handful of “high value” insurgent leaders, the program has in fact already expanded far beyond that. As personnel and aircraft devoted to assassination exponentially increase, so too do the numbers of people they murder, both “insurgents” and civilians.

While it is reasonable to assume that expanding the number of Special Operations commandos to its present worldwide level of 13,000 will result in increasing assassinations, the secrecy of their operations makes it impossible to know how many they have murdered, how many of those are civilians, and the effectiveness of their operations. It is not known, for example, how many people U.S. military assassins murder directly, and how many they kill indirectly by identifying them for drone strikes. Much of their activity is conducted, for example, in North Waziristan in northwest Pakistan which, as the N.Y. Times reported on April 4 “is virtually sealed from the outside world.”

More information, however, has emerged about the parallel and unprecedented mass mechanized assassinations being carried out by the C.I.A. drone programs. It is clear that they have already expanded far beyond the official cover story of targeting only “high-level insurgent leaders,” and are killing increasing numbers of people.

The CIA, of course, is no novice at assassination. Future CIA Director William Colby’s Operation Phoenix program in South Vietnam gave South Vietnamese police quotas of the number of civilians to be murdered on a weekly and monthly basis, eventually killing 20-50,000 people. CIA operatives such as Latin American Station Chef Duane “Dewey” Clarridge also established, trained and operated local paramilitary and death squads throughout Central and Latin America that brutally tortured and murdered tens of thousands of civilians, most notably in El Salvador where CIA-trained and -directed killers murdered Archbishop Romero and countless other Salvadorans.

But the present CIA assassination program in Pakistan and elsewhere is different not only because it is Americans who are themselves the assassins, but because of the unprecedented act of conducting mechanized mass assassination from the air. The CIA, as as Nick Turse has reported for TomDispatch.com, is exponentially increasing its drone assassination program:

“(Drone) Reapers flew 25,391 hours (in 2009). This year, the air force projects that the combined flight hours of all its drones will exceed 250,000 hours. More flight time will, undoubtedly, mean more killing.”
